The Real Estate office is responsible for maintaining all real property records for the purpose of assessment and taxation.
Transfers of ownership of property are performed by obtaining deed transfers, deeds of correction, lists of heirs, wills and other records from the Clerk's office.
It is important to maintain timely recordings of transfers to ensure actual owners of property are assessed and taxed.
The Real Estate office conducts the general reassessment of all real property in the City's jurisdiction. Virginia law requires that assessments be uniform and based on 100% of fair market value. The goal is to assess and maintain real property information in the City in a fair and equitable manner to ensure that each taxpayer bears only their fair share of the real property tax burden.
The Real Estate office administers the city land use and tax relief programs.

Taxes are calculated on a fiscal year basis and are billed twice a year for:
July 1 – December 31 (due December 5)
January 1 – June 30 (due June 5)
Additional payment options:
- Paying online. Online payments require an additional service fee that will be added at the time of payment.
- Paying in person using our City Hall Drop Box. You can make cash, check or money order payments in the Drop Box in the center of the parking lot in front of City Hall, at 409 S. Main St. Cash payments should be limited to Monday through Friday, 8:00am to 5:00pm, and a receipt will be mailed following processing. Checks or money orders can be placed in the Drop Box at any time.
- Paying by mail. You can mail your payment and return stub to City of Harrisonburg, Treasurers Office, P.O. Box 1007, Harrisonburg, VA 22803-1007.
- Pague por internet. Pagos por internet requieren un cargo por servicio adicional el cual será añadido al momento de la transacción.

Special Notice: The 2024 General Reassessment is complete. Your new values will become effective January 1, 2025. The 2025 Change of Assessment notices will be mailed no later than 11/17/2024. You will receive a notice if your value changed. Listed on the “CHANGE OF ASSESSMENT NOTICE” is your 2023, 2024 and 2025 assessed values.
NOTE: A date error was discovered on the 2024 reassessment notices that were mailed November 2023. It should read “The subject property’s reassessment value will be reflected on your tax bill due December 5, 2024
2025 Proposed Reassessment Values (Effective 1/1/2025) [2.282 MB]
Appeals will be heard in the Real Estate Office, City Hall, 409 South Main Street. Appeal dates and times are shown below. Written inquiries will receive the same consideration as appointments. The property owner will have the opportunity to submit any information that demonstrates a more supportable fair market value of the property in question, or to submit comparable assessment data that indicates the subject assessment is inequitable with similar classed properties. All property appraisal cards, except those cards or sheets containing information made confidential by 58.1-3, are available for your review after the change of assessment notice is mailed. You may request information regarding the methodology used in the calculation of the assessed value or other factors considered in determining the value of the property. You have the right to view and make copies of records maintained by our office pursuant to 58.1-3331 and 58.1-3332. If you need further detailed information, please call the City of Harrisonburg Real Estate Office between the hours of 8:00am and 5:00pm, Monday through Friday, except holidays. Staff members will be available to assist you in reviewing your assessment.
Dates to Appeal your Assessment: December 16th - 20th, 2024 - 8:30am to 11:30am and 1:00pm to 4:30pm. The deadline to appeal your assessment with our office is December 20th, 2024. Contact the Real Estate Office to make an appointment to appeal. Appeal forms and a complete listing of all assessments are available in the Real Estate Office in City Hall. You can also access the information on HarrisonburgVA.gov/real-estate-info-system.
If you are dissatisfied with the decision of the appraisers, you may appeal to the Board of Equalization. Additional Information.

The City of Harrisonburg Real Estate Office has concluded its 2024 Reassessment. Values will become effective January 1, 2025.
The review process is an excellent opportunity to look over your assessment card and make sure that all of the information is correct. If the property owner feels that the value is not equitable or does not represent fair market value, you can contact our office for a review. .
The new 2025 assessment notices are mailed out in November.
