ADA Transition Plan - The ADA (Americans with Disabilities Act) Transition Plan for the public right-of-way (streets and accompanying mobility infrastructure) documents current accessibility deficiencies and establishes policies and procedures to make transportation facilities in Harrisonburg accessible to all, regardless of ability, over time.

Bicycle and Pedestrian Plan - The Bicycle and Pedestrian Plan provides a framework for developing and implementing bicycle and pedestrian transportation in the City of Harrisonburg. 

Blacks Run Greenway Master Plan - The Blacks Run Greenway Master Plan was developed in hopes that building a greenway would increase the water quality and aquatic life of Blacks Run and wildlife in areas around Blacks Run. The greenway should also enhance life in the City through outlets for hiking, walking, jogging, biking, improved access to downtown Harrisonburg, and educational opportunities to learn about the City.

Comprehensive Housing Assessment and Market Study

Comprehensive Plan - The Comprehensive Plan presents a vision of what kind of community the City would like to be in the future. It identifies the steps required to move toward that vision by providing information about the City's current conditions, long-term goals and objectives, and recommended implementation strategies. As described in the Code of Virginia, the Comprehensive Plan shall be general in nature.

Downtown Streetscape Plan - The Downtown Master Streetscape Plan would build upon the 2005 version by expanding the study area and clarifying the vision for downtown Harrisonburg.

Downtown 2040 Plan - Downtown 2040 is a guiding document to inspire change, raise funds, direct public spending, and form lasting partnerships to make real improvements in Downtown over the next 20 years.

Parks and Recreation Master Plan - This plan for Parks and Recreation outlines policies and actions that will need to be implemented to ensure that Harrisonburg’s Parks and Recreation system continues to meet the needs of the community. The plan provides a framework for implementing new programs, facilities and funding in the short term and long term future. Other Parks and Recreation Plans: Smithland Road Park Master Plan and Ramblewood Park Master Plan.

Public Utilities Utility Management Strategies - Includes the Raw Water Supply Management Plan, Sanitary Sewer Management Plan, Upper Shenandoah River Basin Water Supply Plan, Upper Shenandoah River Basin Drought Preparedness and Response Plan, Potable Water System Management Plan, etc. 

Stormwater Improvement Plan - Harrisonburg's Stormwater Improvement Plan (SWIP) is intended to be a long-range visionary plan that incorporates the City's stormwater needs to achieve regulatory compliance. The SWIP will outline how stormwater utility fee funds will be invested in projects to filter, control, and treat polluted runoff before it reaches local waterways and the Chesapeake Bay.
